Study on Influencing Factors and Countermeasures of the Integrity Risk of Transportation Administrative Law Enforcement Actions
According to the analysis of the typical corruption cases of transportation administrative enforcement actionsin recent years by the statistical Delphi method,5 factors affecting integrity risk of enforcement actions were determined with the characteristics of law enforcement procedures and methods.Through the descriptive statistics and paired comparison of the weight table of influencing factors and the scale of integrity risk,the results were showed that the weight coefficient of"supervisory degree"was the largest,the weight coefficient of"the economic interest degree of the law enforcement object"and"the close degree of direct contact with the law enforcement object"were large,and the weight coefficient of"discretion"and"frequency of law enforcement behavior"were the smallest."The size of discretion"and"the frequency of law enforcement behavior"had little impact on the integrityrisk.The frequency of high risk variables of integrityrisk was more than 10%,and the average risk of integrityrisk in each dimension was between 2 and 3,which showed that the integrityrisk of transportation law enforcement was below the middle level,and the high risk factors of law enforcement corruption was still existed.Finally,the corresponding countermeasures and suggestions for risk prevention were put forward by comprehensively analyzing about the influencing factors.This study was certainreferential significance for the theory of risk prevention and control of transportation administrative law enforcement.
