As a new model of organization and management of science and technology projects,"Enlisting and Leading"has become increasingly prominent in stimulating the vitality of scientific and technological innovation and promoting the realization of scientific and technological autonomy and self-improvement.This paper mainly focuses on the theme of"Enlisting and Leading",discusses its application boundary from the aspects of the connotation characteristics and organization and implementation methods of"Enlisting and Leading",and clarifies its operation mechanism from five aspects:screening mechanism,evaluation mechanism,supervision and management mechanism,achievement evaluation mechanism,and tolerant failure mechanism based on the whole process management of the project,so as to provide positive practical guidance for practical application.
