摘要

优化科研资助机制,提升科研经费效力,已成为加快构建现代化科研体系建设的重要内容.选取英国社会科学院小额科研资助项目为研究对象,深入分析其在资助领域、价值导向、资助对象遴选程序等创新实践的探索,总结出小额科研资助项目具有侧重跨学科研究、关注国际热点与社会需求、重视潜力青年人才、促进广泛机构合作、创新评审机制5个特征,并在明晰我国科研资助现状的基础上从设立跨学科小额专项、增加广泛性评议标准、创新项目选拔机制、构建多元化资助体系等维度提出相关对策建议,为项目的培育提供参考与借鉴.

Abstract

How to optimize the research funding mechanism and enhance the effectiveness of research funding has become an important part of accelerating the construction of a modern research system.This paper selects the small research grants program of the British Academy as the research object,and analyzes its exploration of innovative practices in the field of funding,value orientation,and selection procedures of funding recipients,summarizes the five characteristics of the small research grants program focusing on interdisciplinary research,paying attention to the international hotspots and social needs,attaching importance to the potential of young talents,promoting cooperation among a wide range of institutions,and innovating the evaluation mechanism.On the basis of clarifying our country,it also puts forward relevant countermeasures and suggestions from the dimensions of setting up interdisciplinary small amount special projects,increasing the broad evaluation criteria,innovating the project selection mechanism,and constructing a diversified funding system,with a view to providing references and lessons for the cultivation of projects.
