摘要
开放科学正在快速、全面、深刻地重塑全球科学和创新体系,其对于推动教育发展、促进科技进步、助力人才建设等过程发挥着重要作用.本文通过梳理开放科学背景下国际基金资助机构在教育、科技、人才三大方面的战略计划及实施情况,围绕科教融合、基金项目管理、基础设施建设、开放合作、人才培养等方面的具体举措,深入分析科学基金在推动开放科学发展、教育发展、人才建设等方面的地位及作用,为我国开放创新生态建设、"教育—科技—人才"一体化布局的发展提供借鉴.
Abstract
Open Science is rapidly,comprehensively and profoundly reshaping the global science and innovation system,which plays an important role in promoting the development of education,promoting the progress of science and technology,and helping the construction of talents.This paper reviews the strategic plans and implementation of international funding institutions in education,science and technology,and talents under the background of Open Science.Focusing on the specific measures of science and education integration,fund project management,infrastructure construction,open cooperation,and personnel training,this paper deeply analyzes the status and role of science funds in promoting the development of Open Science,education development,and talent construction,so as to provide reference for the development of open and innovative ecological construction and the integrated layout of'education-science and technology-talent'in China.
