OptimizationStudy on the 2019 Version of Budget Quota of Forestation Project in Zhejiang Province
The Budget Quota of Afforestation Project in Zhejiang Province(2019 Trial)(hereafter referred to as the 2019 edition quota)plays an important role in guiding the budget of afforestation project in Zhejiang Province.With the practice of afforestation projects in recent years,the quota is difficult to meet the needs of the current afforestation project budget.The problems of the 2019 edition of the quota are:the number of quota items is too large,and it is difficult to quickly find matches,hot spot afforestation construction project not covered in the whole province,lack of personalization in quota project design,quota coding lack of reserved space,etc.This paper puts forward some optimization schemes,such as adjusting the sub-items of quota,expanding the scope of application of quota,simplifying quota by quantitative method,and designing 4-level code instead of 2-level code.Finally,some suggestions are put forward,such as starting the revision of quota,establishing the standard conforming to Zhejiang characteristics,quota informatization,and setting up the management organization of afforestation cost.In order to promote the new version of afforestation budget quota,we improved the efficiency of afforestation project construction budget in Zhejiang Province to provide a basis,and provided some reference for the budget quota of afforestation projects in other provinces.
