中国-中亚能源和矿业领域安全发展合作前景展望

中亚地区与中国山水相连,是共建"一带一路"的首倡之地,十年来中国和中亚国家高质量共建"一带一路"取得丰硕成果.中亚地区能源矿产资源丰富,对区域经济社会发展起到举足轻重的作用,中国和中亚在能源矿业领域的安全发展是双方共同的诉求.基于对中亚五国能源矿产资源开发与合作现状、能源矿业安全治理模式的系统研究,对未来中国与中亚五国在能源矿业领域安全发展的合作潜力进行了深入分析,提出了加强能源矿业领域安全发展交流互鉴、定期召开六方会谈、开展"小而美"务实合作的合作模式以及优先开展矿山安全和油气安全两个合作领域的建议,为加强中国同中亚各国在能源矿业领域的安全发展与务实合作提供有益参考借鉴.
Prospects for saftey development cooperation in the energy and mining sector between China and Central Asia
Central Asia is connected with China by mountains and rivers,and is the first place to jointly build the Belt and Road with China.Over the past decade,China and Central Asian countries have achieved fruitful results in high-quality joint construction of the Belt and Road.Central Asia is rich in energy and mineral resources,which is of great importance to the regional development of economic and society.Therefore,the safety development of China and Central Asia in the field of energy and mining industry is the common aspiration of both parties.Based on the systematic research on the current situation of energy and mineral resources development and cooperation and the work safety governance mode of energy and mining industry in the five Central Asian countries,the future bilateral cooperation potential of safety development in the field of energy and mining industry is deeply analyzed,and a series of suggestions are put forward on strengthening exchanges and mutual learning on safety development in the field of energy and mining industry,holding regular six-party talks,carrying out"small but beautiful"pragmatic cooperation,and enhancing priority cooperation in the fields of mining,oil and gas safety,which will provide effective reference for enhancing the bilateral and practical cooperation on work safety development.
