Dialectical study on medium-and-long term coal contracts based on the"coal-electricity contradiction"
The medium-and-long term coal contract is one of the functional issues of"coal-electricity contradiction",although the government is currently pushing for the signing of medium-and-long term coal contracts,there are still many problems of insufficient cognition for coal contracts.The advantages and disadvantages of medium-and-long term coal contracts were analyzed,the relationship between pricing models and trading contracts of coal-fired power were sorted out,and the impact of coal contract pricing method and the price wave risk on the effectiveness of coal and electricity transaction was discussed.The research shows that the pricing model of"market coal and planned electricity"will intensify the"coal-electricity contradiction",and this model cannot be changed in the short term;medium-and-long term coal contract is an effective governance tool at this stage,but there are still problems of opportunistic behavior and cost diversion;the current medium-and-long term coal contracts should be supplemented by a reasonable flexible pricing method,and use coal price difference contracts to reduce price risk.On the basis,some policy suggestions are put forward accordingly.
