哈萨克斯坦地处欧亚大陆腹地,是世界上最大的内陆国,油气、矿产等自然资源丰富,是古丝绸之路的必经之地,也是共建"一带一路"的首倡之地.中哈是山水相连、唇齿相依的友好邻邦,能源和矿业领域的安全发展合作有利于双方共同发展.通过对哈萨克斯坦能源和矿业开发和对外合作情况、能源矿业领域安全治理模式的分析研究,从提高安全发展意识、促进能源资源开发互利共赢、纾解能源资源运输难点痛点、迭代升级安全保障技术设备及开展跨境油气管道应急救援共训共练等方面,提出未来中哈能源和矿业领域发展和安全合作建议.加强和扩大中国与哈萨克斯坦在能源和矿业领域的合作,可为两国经济社会发展做出重要贡献.
Current development status of Kazakhstan's energy and mining industry and prospects for safety development cooperation between China and Kazakhstan
Kazakhstan,located in the hinterland of Eurasia,stands as the world's largest landlocked country.It is rich in natural resources such as oil,gas and minerals,and is a key stop on the ancient Silk Road and one of the first places to jointly build the Belt and Road Initiative.China and Kazakhstan are friendly neighbors,linked by mountains and rivers,and the cooperation in energy and mining safety and development benefits both countries.Through the analysis of Kazakhstan's energy and mining industry development and international cooperation status,and safety governance model of energy and mining sector,this paper puts forward proposals for future cooperation in energy and mining safety,including raising awareness of safety development,promoting mutual benefit and win-win development of energy resources,alleviating difficulties and pain points in energy resource transportation,upgrading technology and equipment,conducting emergency rescue training together for cross-border oil and gas pipeline.These measures aim to enhance and expand work safety cooperation between China and Kazakhstan in the fields of energy and mining industry,which significantly contributes to the economic and social development of both countries.
