摘要
吉尔吉斯斯坦与中国毗邻,是"一带一路"倡议的重要地区和关键节点.吉尔吉斯斯坦能源和矿产资源丰富,但总体开发程度较低,开发潜力巨大.分析了吉尔吉斯斯坦能源矿产资源开发与对外合作现状,阐述了其能源矿业领域的安全治理模式,从建立技术合作与知识共享机制、构建合规与规范管理体系、加强安全技术与装备合作、推动环境保护与可持续发展等方面提出未来中国与吉尔吉斯斯坦在能源矿业领域的安全发展合作建议,助力构建中吉命运共同体.
Abstract
Kyrgyzstan,located adjacent to China,plays a crucial role as an important region and key node of the Belt and Road Initiative.Kyrgyzstan is rich in energy and mineral resources but poor in exploration degree with a large development potential.Based on the comprehensive analysis of the current situation of energy and mineral resources development and foreign cooperation in Kyrgyzstan,as well as the safety governance frameworks applicable to its energy and mining sectors,future cooperation suggestions on safety development between China and Kyrgyzstan in energy and mining field are put forward in terms of establishing technical cooperation and knowledge-sharing mechanisms,building compliance and normative management systems,reinforcing cooperation in safety technology and equipment,promoting environmental protection and sustainable development,so as to assist in building a community with a shared future between China and Kyrgyzstan.
