摘要
人力资源(以下简称"人资")对企业战略实施及生产经营发挥着关键的支撑作用,对其风险进行评估和防控具有重要意义.经过研究和分析,煤炭企业人资管理风险主要集中在招聘、培训开发、劳动关系、薪资福利以及职业健康等环节.综合运用国内外有关研究成果及人资管理理论,对煤炭企业人资管理风险进行了深入剖析,基于企业人资风险清单,利用风险矩阵法对人资风险进行了等级划分和评估,针对不同风险点影响大小划分了风险等级,进而构建了人资风险评估体系.最后,基于人资风险评估体系建设了集招聘配置、培训开发、劳动关系、薪酬福利以及职业健康5项潜在风险于一体的风险防控体系,以期优化煤炭企业人资配置,有效规避潜在风险,推动煤炭企业实现高质量发展.
Abstract
Human resources play a critical support role in the implementation of enterprise strategies and production operations,and the assessment and prevention on thier risks are of significant importance.The risks in human resource management in coal enterprises are concentrated in recruitment,training and development,labor relations,compensation and benefits,and occupational health.This authors deeply analyze the risks in human resource management in coal enterprises by comprehensively using domestic and foreign research results and human resource management theories.Based on the enterprise's human resource risk checklist,and according to the influence of different risk points,the risk levels of human resources are classified and assessed by risk matrix method,constructing a human resource risk assessment system.Based on the human resource risk assessment system,a risk prevention and control system for five main risks is established,including recruitment deployment,training and development,labor relations,compensation and benefits,and occupational health,hope optimizing human resource allocation in coal enterprises,effectively avoiding potential risks,and promoting high quality development in coal enterprises.
