Theoretical study on compensation mechanism of integrated energy system in northwest China under the background of carbon peak and carbon neutrality goals
The lack of compensation mechanism in the"power transmission from west to east"project has seriously affected the coordinated development of regional economy and the realization of common prosperity.Taking the emergence of Hicks'improvement to Pareto optimality as the backbone,the existing policies and measures were analyzed from the practical level,and the model was deduced at the theoretical level.The study showed that the inter-provincial and inter-regional electricity markets were in a state of"monopolistic competition",while its electricity prices and purchases were controlled by the electricity receiving region,which made the northwest region in a predicament of continuous welfare overflow;the existing compensation content focused on capacity compensation,electricity price compensation,and auxiliary services compensation,which was still limited in the release of policy synergy.On the basis,some policy recommendations were proposed.including balancing efficiency and fairness in the compensation mechanism,reducing the transaction costs of electricity prices,which provided economic explanations for the introduction of relevant compensation policies and the elimination of impossible triangulation problems in the power industry.
