Quality evaluation model for dynamic control system of safety risk in coal enterprises
Establishing a scientifically reasonable evaluation index system and conducting quality evaluation for dynamic control system of safety risk are of great significance for coal enterprises to enhance the scientificity and feasibility of safety risk control work.Targeting dynamic safety risks,the dual prevention mechanism construction,monitoring and early-warning system construction,emergency response and other work currently carried out by coal enterprises were deconstructed and reorganized,and a coal enterprise safety risk dynamic control framework was constructed with risk assessment,comprehensive monitoring,advanced early-warning,and rapid disposal,and the information flow and interconnection among various elements were clarified.On this basis,according to relevant regulations and standards,academic research results,etc.,guided by prevention in advance,and following the principles of simplicity,ease of operation,scientific rationality,and emphasis on key points,the four elements of risk assessment,comprehensive monitoring,advanced early-warning,and rapid disposal were depicted from different perspectives,thus a quality evaluation index system and weighted calculation model for the dynamic control system of safety risk of coal enterprise were proposed.Through empirical evaluation for a key state-owned coal enterprise,the results indicated that the model could scientifically and objectively evaluate the quality of the dynamic control system of safety risks in coal enterprises,and provide rational suggestions for improving the scientificity and feasibility of safety risk control work in coal enterprises.
