基于PAR模型的我国煤矿安全脆弱性及其治理路径研究

基于PAR模型对我国煤矿安全脆弱性问题展开研究.在对近10年间70份煤矿事故调查报告进行文本编码的基础上,提取出影响煤矿安全脆弱性的关键因素,采用模糊层次分析法构建煤矿安全脆弱性影响因素指标体系,测算出各影响因素指标的权重数值,判断其对煤矿安全的相对重要程度.结果表明,"政府治理能力""企业管理能力""外在环境条件"是影响煤矿安全脆弱性的三大核心要素;需重点通过深化政府安全意识、完善应急管理体系、优化政府监管能力、强化企业制度执行、加强矿区应急联动、拓展提升员工素质等措施来最大程度地降低煤矿安全脆弱性.
Research on the coal mine safety vulnerability and its governance path in China based on PAR model
Aiming at the coal mine safety vulnerability in China,study is conducted based on PAR model.On the basis of text encoding of 70 coal mine accident investigation reports over the past 10 years,key factors affecting coal mine safety vulnerability were extracted.The fuzzy analytic hierarchy process was used to construct an indicator system for factors affecting coal mine safety vulnerability,and the weight values of each indicator were calculated to determine their relative importance to coal mine safety.The results indicated that government governance capability,enterprise management capability,and external environmental conditions were the three core elements affecting the vulnerability of coal mine safety,and a series of measures should be adopted to minimize the vulnerability of coal mine safety,including deepening government safety awareness,improving emergency management systems,optimizing government regulatory capabilities,strengthening enterprise system implementation,enhancing emergency linkage in mining areas,and expanding and improving employee quality.
