The research has utilized micro data of small and medium-sized listed enterprises in China from 2011 to 2013 and applied Propensity Score Matching Method to analyze the effects of government procurement on enterprises'R&D expenditures,In addition,the paper also concerned about the roles of enterprises inner governance which influence the effectiveness of government procurement.The result shows that government procurement have significantly stimulated enterprises'R&D expenditures.Government procurement is more effective in firms with check-and-balance ownership structure,small board size and dispersed ownership than other kind of firms.This thesis enriches the study of the relationship between government procurement and the conclusions can provide some theoretical and empirical basis for the making and implementation of the demand-oriented innovation policy in China
