Preventing social risks is an unavoidable problem in the process of rapid development of emerging technologies.this paper explores the transformation of management methods for preventing social risks in emerging technologies from expert decision-making to forward-looking governance.Based on the evolution of the relationship between proactive governance and social risks in emerging technologies,it is found that proactive governance has different effects in different countries.The reason for this is that proactive governance has not yet become a unified and standardized institutionalized governance tool or policy rule.It is necessary to improve the social risk prevention ability of proactive governance tools and improve and supplement emerging technology governance tools.
