The marine spatial planning of exclusive economic zone and continental shelf is used by coastal countries to develop blue economy,improve national economic strength,and achieve the maximization of national interests.It is based on the international and domestic legal documents.The marine spatial planning of exclusive economic zone and continental shelf is filled with marine functional zoning system,sea area using license system,marine environmental impact assessment system,marine protected area system,stakeholder participation system,policy evaluation system and so on,to achieve its goals.China should follow the requirements of domestic laws,such as the"Exclusive Economic Zone and Continental Shelf Law"and the"National Marine Main Functional Zone Plan",and draw on the institutional design of the international community on the planning of exclusive economic zones and continental shelf marine space,and build an exclusive economic zone and continental shelf marine space planning system that includes the layout of large-scale marine space to the utilization of small-scale micro marine space.
