黄河流域山东—河南段水资源利用效率研究

提高水资源利用效率是实现黄河流域山东—河南段生态保护和高质量发展的关键.以黄河流域山东—河南段2011-2020 年间34 个地级市为研究对象,使用SBM模型测度综合用水、生产用水、生活用水和生态用水效率,运用GML指数法对四方面用水效率进行动态测度和分解,并使用FGLS法对上述效率的影响因素进行实证分析.研究发现,河段整体水资源用水效率水平不高、用水效率差异较大,排序为生活用水效率>综合用水效率>生产用水效率>生态用水效率;各流段四方面的用水效率排序为山东段>山东—河南段>河南段;生产用水的GML变化主要由GTC决定,而综合用水、生活用水和生态用水的GML变化主要由GTC和GEC共同决定;经济发展水平、污水处理能力、城镇化进程、科技成果数量和科技投入力度与水资源利用效率呈显著正相关,而产业结构、用水结构和水资源丰裕程度与水资源利用效率显著负相关.
Study on Measurement and Promotion of Water Resources Utilization Efficiency in Shandong-Henan Section of the Yellow River Basin
Improving the efficiency of water resource utilization is the key to achieving ecological protection and high-quality development in the Shandong Henan section of the Yellow River Basin.Taking 34 prefecture level cities in the Shandong Henan section of the Yellow River Basin from 2011 to 2020 as research objects,the SBM model was used to measure the efficiency of comprehensive water use,production water use,domestic water use,and ecological water use.Then,the GML index method was used to dynamically measure and decompose the water use efficiency in the four aspects,and the FGLS method was used to empirically analyze the influencing factors of the above efficiency.Research has found that the overall water use efficiency level of the river section is not high,and there are significant differences in water use efficiency.The order is domestic water use efficiency>comprehensive water use efficiency>production water use efficiency>ecological water use efficiency.The water use efficiency of each flow section in four aspects is ranked as follows:Shandong section>Shandong Henan section>Henan section;The GML index changes of production water are mainly determined by technological changes,while the GML index changes of comprehensive water,domestic water,and ecological water are mainly determined by both technological and efficiency changes;The level of economic development,sewage treatment capacity,urbanization process,number of scientific and technological achievements,and investment in science and technology are significantly positively correlated with water resource utilization efficiency,while industrial structure,water use structure,and water resource abundance are significantly negatively correlated with water resource utilization efficiency.
