基于博弈论的绿色矿山运营风险管控分析

摘要
在金堆城钼业集团有限公司绿色矿山运营过程中,研究将管控重点聚焦于矿山开采、选矿生产、矿物运输、尾矿库管理4 个环节,分析矿山企业、政府、公众三大主体之间因利益冲突形成的三方博弈.根据博弈结果进行风险管控,降低运营过程4 个环节中事故的发生风险,并制定相应的解决措施,从而达到降低项目损失,提高正面收益的目的.在保证运营风险降低的情况下,合理划分博弈三方的应得利益,同时促进绿色矿山的可持续发展.
Abstract
In the process of green mine operation of Jinduicheng Molybdenum Group Co.,Ltd.,the research focu-ses on four links of control:mining exploitation,beneficiation production,mineral transportation,and tailings pond management.The analysis focuses on the tripartite game formed by conflicts of interest among mining enterprises,government,and the public.Based on the game results,risk management is carried out to reduce the risk of acci-dents occurring in the four links of the operation process,and corresponding solutions are formulated to achieve the goal of reducing project losses and improving positive returns.The benefits of the three parties in the game are rea-sonably divided while ensuring the reduction of operational risks,and promoting the sustainable development of green mines.
