How Do Science and Technology Commissioners Promote the New Endogenous Development of Rural Industries with Leading Embedded Governance?An Investigation of the Plum Tree Industry in Pingyuan County,Guangdong Province
Promoting the new endogenous development of rural industries can effectively boost the efficiency and benefit of rural industry development and enhance its endogenous power.However,at current there is relatively little discussion on the mechanisms of the new endogenous development of rural industries.By studying the case of science and technology commissioners helping the development of the plum tree industry in Pingyuan County,Guangdong Province,this paper summarizes the operation mode of the new endogenous development of rural industry aided by science and technology commissioners.The study finds that the mechanism by which science and technology commissioners promote the new endogenous development of rural industries can be summarized as a process of leading embedded governance.This involves the government implementing policies such as the deployment of science and technology commissioners,embedding them in the field of rural industrial development to shape the driving forces for industrial development.Through empowerment embedded,structure embedded,and function embedded,it propels the"reconstruction"of rural industries,achieving a deep integration and development of rural industries.More importantly,county governance units have played an important role in rural industry-led embedded governance.Through the development model of county demand driving village production and village industries embedded in county clusters,they have effectively promoted the overall revitalization of rural industries and high-quality development of rural industries.
