Attention Allocation Differences and Policy Logic of Local Government's Construction of Digital Villages:A Quantitative Analysis Based on 435 Local Policy Texts
The construction of digital villages is an important breakthrough point for comprehensively promoting rural revitalization.By means of quantitative analysis of policy texts and other methods,we analyze 435 local policy texts on the construction of digital villages.The results show that local governments prefer using supply-orientedand environment-oriented policy tools,and the number of policy sub-tools used is not balanced with obvious differences in attention allocation From the perspective of time,the characteristics of local governments'attention allocation vary across different periods.From the perspective of regions,the attention allocation of local governments in different regions differs greatly,and the policies exhibit regional diffusion.From the perspective of content,the governments superimpose digital villages with other issues to form a comprehensive policy.The policy logic of policy diffusion driven by the difference in government attention allocation is"two-dimensional difusion-issue superposition"which means policy environment and policy system influence each other.There is a"vertical effect of policy""pressure-feedback"in the dimension of government hierarchy,a"proximity effect"of policy"learning-diffusion"in the dimension of spatial regions,and a"superimposed effect"where local governments coordinate various issues in the dimension of policy issues.This paper puts forward optimization strategies from four aspects:strengthening digital benefit of agriculture policy,optimizing the structure of tool use,optimizing the incentive mechanism,and enhancing the degree of policy coordination.
