Practical Logic and Efficacy Optimization of Party Building Leading the Development of New Rural Collective Economy:A Diachronic Study on a Typical Village in Shandong Province,China
Party building leading the development of new rural collective economy is a pivotal avenue for rural revitalization.Yet,a comprehensive investigation into how party building takes the lead,its leading principles,and its overall effectiveness within the process of new rural collective economic development has been lacking.Based on the diachronic study of party building leading the development of new rural collective economy,drawing insights from the case of Letuan Village in Zibo city,Shandong province,this paper finds that the integration of adaptive party building into the village governance process establishes a positive feedback loop between village-level party building and village governance,boosts the political effectiveness of village-level party organizations and molds their leadership,and contributes intrinsic impetus to the village's shift toward new rural collective economic development In the development process of the new rural collective economy,the village-level party building plays a crucial role in guiding and facilitating the implementation and initial operation of development projects through the three-dimensional guidance of"resources-subject-action",which involves effective resource linkage,subject integration,and organizational mobilization mechanisms.This development process contributes to shape the governance pattern of"political and social co-construction,limited co-governance,and deferred sharing",which has brought about the stagnation of the development of new rural collective economy in the later period,thus reflecting the practical tension led by party building.The case of Letuan Village illustrates the intricate practicalities associated with party building leadership in fostering the complementary interactions between the state and society.As a pioneering exploration,the development of new rural collective economy necessitates party building leadership to adaptively synchronize across levels of authority,interests,and values,so as to construct a developmental order marked by co-construction,co-governance,and sharing,and enhance the efficacy of party building leadership.
