The Optimization of Farmer Education Policy System from the Perspective of All-round Development
The farmer education policy system is of great importance to deal with the public issue of farmer education and solve the problems of farmers'development,and the ultimate purpose of farmer education is to realize the common prosperity both materially and spiritually of all the farmers.Based on the fundamental stance and research methodology of Marxist theory of"all-round development of human beings",this study constructs the theoretical analysis framework of"four-dimensional integration"of farmer education policy system,and deconstructs the optimization of farmer education policy system in the process of Chinese modernization based on the textual analyses of 220 farmer education policies and the in-depth interview data of 49 stakeholders of farmer education policy system.We find that China's farmer education policy system is faced with practical problems such as the concept of farmer education policy dominated by"short board perspective",the fragmented main body of farmer education policy,the content structure of farmer education policy with supply and demand mismatch,and ineffective implementation of farmer education policy,which then lead to the dilemmas of farmers'development including insufficient endogenous power,defects in guarantee mechanism,significant one-sided tendency,and lifelong weakness.Therefore,the optimization of farmer education policy system for agricultural power should pay more attention to farmer subjectivity,holistic construction,demand orientation,and whole life cycle.By focusing on the cultivation of farmer subjectivity,forming the working pattern of"Great Farmer Education",completing the lifelong education system for farmers,and improving the evaluation system and mechanism of farmer education,we can realize the transformation of the optimization of farmer education policy system from concept to practice based on the perspective of all-round development.
