电子商务进农村综合示范政策实施缩小了农户消费差距吗

缩小农户消费差距,释放农村地区消费潜能,对于推动乡村振兴和畅通国内大循环具有重要现实意义.本文基于2014年、2016年、2018年和2020年中国家庭追踪调查数据,利用渐进双重差分法,评估电子商务进农村综合示范政策实施对农户消费差距的影响.研究发现,电子商务进农村综合示范政策实施缩小了农户消费差距.一方面,电子商务进农村综合示范政策实施促进消费品进村,缓解本地市场规模与外部市场可及性对农户消费的抑制作用,缩小农户消费差距;另一方面,电子商务进农村综合示范政策实施带动农产品进城,提高低收入农户的农业收入,缩小农户收入差距,进而降低农户消费差距.同时,本文发现电子商务进农村综合示范政策实施能够降低贫困县与中西部地区的农户消费差距,具有包容性增长的特征,且不受"精英俘获"现象的影响.本文研究结论能够为制定促进电子商务进农村与缩小消费差距的相关政策提供参考.
Does the National Rural E-commerce Comprehensive Demonstration Policy Narrow the Consumption Gap Among Rural Households?
Narrowing the consumption gap among rural households and releasing the consumption potential of rural areas are of great practical significance for promoting rural revitalization and unimpeded domestic circulation.Based on the 2014,2016,2018 and 2020 China Family Panel Studies data,this paper assesses the impact of the National Rural E-commerce Comprehensive Demonstration Policy(NRECDP)on the consumption gap of rural households using the staggered Difference-in-Differences method.This paper finds that the NRECDP reduces the consumption gap among rural households.On the one hand,NRECDP promotes the entry of consumer goods into villages,alleviates the inhibitory effects of local market size and external market accessibility on the consumption of rural households,and reduces the consumption gap among rural households.On the other hand,NRECDP drives agricultural products into the city,improves the agricultural income of low-income rural households,reduces the income gap among rural households,and thus reduces the consumption gap among rural households.At the same time,this paper finds that NRECDP reduces the consumption gap among rural households in the poor counties and the central and western regions with the characteristics of inclusive growth,and is not subject to the"elite capture"phenomenon.The findings provide policy implications for promoting e-commerce in rural areas and reducing the consumption gap.
