"Administrative Integration of Society":The Practical Logic of Government Leading Rural Construction Based on a Field Survey of"Five Star Standard"in Daru Village
Government-led rural construction is a key perspective for understanding the effectiveness of rural revitalization implementation,and also an important dimension when discussing the interaction logic between the state and rural society.Based on the field study of the"Five-Star Standard'system in Daru Village of Shaoxing City,Zhejiang Province,this paper examines the practical process of government-led rural construction,and proposes an analytical framework of"administrative integration of society".We find that,first,the development-oriented rural construction is the legitimate source of the"administrative integration of society",while reverse soft budget constraints and community construction are the practical logic of administrative integration of village-level resources and organizations.Second,with government-led rural construction,the state a)strengthens the political identity of farmers through institutional construction,symbolic arrangement,and the construction of state presence,b)consolidates the social connections in villages through the embedding of political parties,the formation of party-people connections,and the expansion of social interactions,and c)reshape farmers'local life concepts through the guidance of life governance,spatial transformation,and daily behavior,in order to promote the process of urban and rural social integration and achieve the goal of rural social integration.Third,the practice of"administrative integration of society"has plunged rural construction into routine execution,refined construction,and cross level assessment,which does not match the heterogeneous social needs,rural farmers'lives and socialized performance evaluation,resulting in practical dilemmas such as the reduction of resource utilization efficiency and the existence of formalism.
