Empowerment and Embedding:Autonomy Generation Mechanism of Rural CEOs under Institutional Complexity
The introduction of rural CEOs is an innovative exploration to develop collective economy,but many talents face the difficulty of insufficient autonomy at the grassroots level.Based on the comprehensive perspective of structure and interaction,the autonomy difficulty of rural CEOs is the result of the interplay between their own weak power and poor interaction with the main body.The study establishes a talent autonomy generation framework through empowerment and embedding,and examines the generation process of autonomy:nominal autonomy generation stage(formal empowerment),local autonomy generation stage(embedding-stimulated empowerment),and autonomy reproduction stage(performance-enhanced autonomy).We find that different from modem enterprise CEOs obtaining autonomy through formal institution,rural CEOs'autonomy needs not only formal institution but also benign interaction with grassroots society.The positive interaction between talents,grassroots society,and industry constitutes the basic logic of rural talent revitalization.Among them,professionalism is the fundamental support for autonomy generation,empowerment is the key step for autonomy generation,embeddedness is the strategic guarantee for autonomy generation,and gradualism is the characteristic of the process of autonomy generation.Finally,the study proposes some suggestions to promote the autonomy of rural CEOs.For example,the governments and village collectives empower talents,and talents strengthen their flexible embedding and policy embedding behaviors.
