Beyond"Regionality":Digital Technology Drives Rural Delocalization Governance:An Empirical Investigation Based on"Longnan Rural Big Data System"
The continuous advancement of the socialist modernization process and the arrival of a mobile society could not only promote the development of supra-regional factors,but also impact on the governance mode of traditional villages.The problems brought by mobility,such as the absence of rural governance subjects,the failure of governance methods,the fluctuation of governance space,and the de-embedding of governance objects,are adequately addressed by the"regional governance",a long-time dominant governance mode in the villages,and thus a new village governance mode is needed.This paper analyzes the case of"Longnan rural big data system"and finds that:as a kind of"delocalization",digital technologies can drive the"virtual presence"of multiple governance subjects,expanding the domain of rural governance and driving the integration of the"three governance"in the countryside.It breaks up the boundaries between the physical and the virtual worlds in the countryside,promotes the return of many governance elements in the virtual space,removes the"regionality"constraints,and thus leads to the formation of rural"delocalization governance"mode.The internal logic of the formation of rural"delocalization governance"lies in the interactive coupling of subject construction,spatial reengineering,and resource co-governance,which are specifically manifested in the three aspects of digital technologies enabling pluralistic integration and participation,driving the reconstruction of the order of the new rural field,and facilitating the integration of the elements of rural governance.The"delocalization governance"is not only a reflection on the insufficient response to the traditional"regional governance"mode to the challenges of mobility in the countryside,but also provides important policy insights for the future of rural governance.
