摘要
立足特色地域资源,传承民族山区优秀传统文化,建设民族山区和美乡村,是全面推进乡村振兴的题中应有之义.本文以特色地理标志资源为研究对象,构建"资源-参与-认同"的新内源发展分析框架.研究结论如下:第一,民族山区和美乡村建设需以特色地域资源为基础,激活地域内主体的实践动力,充分利用地域外资源.第二,提升生态系统多样性、强化外部支撑体系、赓续人文资源,对特色地域资源的保护式开发与整合利用是民族山区和美乡村建设的必要条件.第三,实现"政府引领+地域微自治组织共管"和"传统茶农+新型经营主体"多主体协同、内外共生的整体性赋权是民族山区和美乡村建设的基础保障.第四,以传统农耕文化为指引校准特色地域资源发展方向,以艰苦奋斗、团结合作、开拓创新的精神为引领实现民族山区地域内外多元价值认同,是和美乡村建设的根本遵循.
Abstract
Based on the special regional resources,inheriting the excellent traditional culture of ethnic mountainous areas,and building a beautiful and harmonious countryside in the ethic mountainous areas is the proper meaning of comprehensively promoting rural revitalization.From the perspective of native farmers in Yunnan ethnic mountainous areas,this study takes regional characteristic geographical indication resources as the research object,and constructs a new endogenous development analysis framework of"resource-participation-recognition".The study finds that,first,the construction of a beautiful and harmonious countryside in ethnic mountainous areas should be based on special regional resources,activating the practice incentive of the main body in the region and making full use of resources out of the region.Second,maintaining the diversity of ecosystems,strengthening the external support system,sustaining human culture resources,and protecting the development and integrated utilization of regional resources are the necessary conditions for the construction of a beautiful and harmonious countryside in ethnic mountainous areas.Third,realizing the"government guidance and regional micro-autonomous organization co-management"and"traditional farmers and new business entities"multi-subject collaboration,and holistic empowerment of internal and external coexistence,are the basic guarantee for the construction of a beautiful and harmonious countryside in ethnic mountainous areas.Fourth,calibrating the special regional resources development direction guided by the traditional farming culture,and realizing the recognition of multiple values within and outside the ethnic mountainous areas guided by the spirit of hard work,unity,cooperation,pioneering,and innovation,are the fundamental principles of the construction of a beautiful and harmonious countryside.
