The Mechanism of Institutional Path Integration Activating Collective Action in Rural Ecological Environmental Governance:Based on the Analysis Framework of Nested Institutional System
The three institutional paths of government-led,free market,and farmers'self-governance have interdependent and antagonistic relationships in rural ecological environmental governance,which makes it difficult to activate the collective action of rural ecological environmental governance.Based on the analysis framework of nested institutional system,this paper analyzes the case of pig breeding waste governance in Fumian District,Yulin City,Guangxi Zhuang Autonomous Region,and sorts out the specific activation mechanism of collective action in rural ecological environmental governance.We find that the integration of the three institutional paths of government-led,free market,and farmers'self-governance needs to be based on the matching of institutional paths and governance situations,so as to realize the integration of institutional paths characterized by interactions between different institutional rules.The interaction between institutional rules makes the nested institutional system gain structural stability and resilience to shocks,thus improving the key elements affecting collective action and finally realizing the activation of collective action.Based on the activation mechanism of collective action of rural ecological environmental governance,this paper further proposes that the activation mechanism is driven by the institutional module unit of"market under institution".Therefore,regardless of specific context of rural ecological environmental governance,the collective action of rural ecological environmental governance is expected to be activated as long as the institutional module unit of"market under institution"can be successfully constructed in practice.
