运用适宜公共健康体系评价标准开展分析,苏州市公共健康治理能力评分为623.3分,居江苏省第1位、长三角区域40个城市第2位,处在全国先进行列;已具备良好的政策环境(评分824.3分)、管理机制内容形式完备(评分816.9分)等优势,但也存在职责分工不明确(评分286.9分)、协调激励机制难以落实(评分139.6分)等不足.若能坚持党委和政府牵头,推动职责明确和落实,综合施策加以改进,苏州市将有望巩固长三角区域领先地位,逐步追赶其他经济社会发展水平较高的城市,实现建成"健康中国"典范城市发展目标.
Evaluation and comparison of public health governance capacity in Suzhou City
Suitable public health system evaluation criteria were applied for analysis.The public health governance capability of Suzhou City is scored at 623.3 points,ranking first in Jiangsu Province,second among40 cities in the Yangtze River Delta region,and among the leading position in the nation.It exhibits strengths in hav-ing a sound policy environment(scoring 824.3 points)and a well-established management mechanism(scoring 816.9 points).However,there are weaknesses that need to be addressed,including unclear division of responsi-bilities(scoring 286.9 points)and challenges in implementing coordination and incentive mechanisms(scoring 139.6 points).If Suzhou City maintains strong leadership from the Municipal Committee of Communist Party of China and the Municipal Government,clarifies and implements responsibilities,and strategically improves,it can solidify its leading position in the Yangtze River Delta region.With the potential to catch up to cities with greater economic and social development,Suzhou City has the opportunity to become an exemplary city of Healthy China 2030.
