Research on the Legal Issues of Public Health Regulation in the Context of Healthy Rural Construction in Liaoning Province
Rural revitalization is based on the rule of law,therefore the starting point of rural revitalization in Liaoning Province should focus on promoting the rule of law during the construction process of healthy villages.This paper focused on the problems in the process of healthy villages construction,such as the weak foundation for"rule of law and medical environment"of basic public health services,the vague legal status of village committees in the management of rural public health,the lack of legal regulation on the rights protection and practice behavior of rural doctors,and the lack of local regulations and supervision system of patriotic hygiene campaigns,and put forward the proposals of building a healthy rural environment with"balanced medical care and complete legal sys-tem",clarifying the rights and responsibilities of village committee and granting them legal rights,perfecting the legal system related to the development of rural doctors,optimizing the rights and responsibilities of patriotic hy-giene work in the rural areas,and formulating a reasonable supervisory system with a view to building a solid foun-dation of health and rule of law for the revitalization of Liaoning's countryside.
