Allocation efficiency of primary medical and health resources in J Province based on DEA-Malmquist index
Objective To analyze the allocation of primary medical and health resources in J Province from 2013 to 2022 and to find out the existing problems,so as to provide reference for the government to optimize the allocation of primary medical and health resources.Methods The input and output indexes of primary medi-cal and health resources were selected,and the allocation status and efficiency of primary medical and health re-sources(including urban communities and township health centers)in J Province during 2013-2022 were investi-gated by DEA-Malmquist index model.Results The average comprehensive technical efficiency of primary medi-cal and health resource allocation in J Province was 0.831,indicating a good level of the overall allocation efficien-cy.However,the supply efficiency gap among institutions was obvious,with township health centers higher than urban communities.There were eight years when DEA was not effective,and the problem of input redundancy was prominent.Affected by technological progress,the total factor productivity of grassroots health institutions showed a downward trend,reaching 0.915.Conclusions In view of the existing problems,it is necessary to rationally plan health resources,narrow the gap among primary health institutions,adhere to the supply-side structural re-form of health resource allocation,strengthen institutional construction,further accelerate technological progress,and improve allocation efficiency.
