Construction and application of the comprehensive indexes for essential public health service program in Tianjin City
Objective To adapt to the development situation and institutional environment of the essential public health service program in Tianjin City,to construct the comprehensive indexes for the essential public health service program,and to evaluate the capacity of essential public health services in all regions of Tianjin.Methods The Delphi method,entropy weight method and TOPSIS method were adopted to calculate the comprehensive in-dexes for essential public health service program.Results The comprehensive index system was constructed for essential public health service program.The weight factors of 15 third-level indicators were calculated using the entropy weight method,and the comprehensive indexes of 16 administrative regions of Tianjin were calculated u-sing TOPSIS method,and we conducted the annual ranking and total ranking of each district according to the index values.Conclusions The constructed comprehensive indexes for the essential public health service program adapt to the development situation of de-administration and professionalization strengthening in Tianjin City,which effec-tively solves the problem of information asymmetry in primary medical and health institutions,gives full play to the role of digital elements,and improves the level of digital governance.
