A quantitative evaluation of policies regarding hierarchical medical system in China based on the PMC Index Model
Objective To evaluate hierarchical diagnosis and treatment policies quantificationally and to provide reference for further development of the hierarchical medical system in China.Methods Text mining was carried out on 53 policy documents,and PMC index model was used to establish and quantify an evaluation index system for assessing the documents.Results Among the 53 policies,16 were excellent,36 were acceptable,and 1 was poor.In the aspects of policy content,policy nature,and policy evaluation,the scores for each dimension were relatively high.Conclusions There is room for improvement in China's current hierarchical diagnosis and treatment policies.It is suggested to formulate policy tools in a multi-sectoral and multi-dimensional manner to im-prove the primary healthcare services effectively,and to form an incentive and restraint mechanism by reforming medical insurance payment modes.
