Allocation fairness analysis of health human resources in Nanning City under the principle of Pareto optimality
Objective To analyze the allocation equity of health human resources in Nanning City as an ASEAN(Association of Southeast Asian Nations)city and to provide reference for further promoting the coopera-tion of ASEAN health resources during the 14th Five-Year Plan period. Methods Lorentz curve,Gini coefficient and health resource density were used to analyze health human resource allocation equity. Results The total health human resources in Nanning City increased year by year. The Gini coefficient calculated by population dis-tribution was within the range of 0.419 and 0.515,which was fair in general, while that by land area was between 0.378 and 0.590,which indicated poor fairness. Conclusions Health human resources in Nanning City showed an increasing trend year by year, population allocationand land area allocation were unfair.Although the compre-hensive allocation level is improving, the unfair problem of vertical allocation still needs attention. It is proposed that the principle of Pareto optimality should be applied to optimize the allocation of health human resources in Nanning City to realize the dual improvement of equity and efficiency and promote the more significant influence and role of Nanning City in the health field of ASEAN.
