The health outcome oriented performance research for county health alliance
Objective To discuss the evaluation orientation of the health performance of county health al-liance from the perspective of policymakers and service providers,and to provide an evaluation basis for county health alliance during the stage from organization to high-quality development.Methods Semi-structural inter-views were conducted among stakeholders from different institutions,and based on the concept extraction method of grounded theory,the coding and quantitative analysis of NVivo software,the evaluation orientation framework and indicators for health performance were studied.Results The concept of full-cycle health services had been recog-nized by most stakeholders.The concepts of"information construction""collaborative interaction""performance assessment"were more frequently mentioned during the interviews.The main content for health performance evalu-ation included"overall planning and efficient collaboration""orderly medical treatment and appropriately allocated resources""performance assessment considering both the process and outcome,and both the population and dis-ease".Counclusion From the perspective of suppliers,the development concept of primary health care has changed from cure to providing full-cycle health services.The indicators of health performance should focus on key groups and priority diseases.And meanwhile we must take into account both process and outcome.As for the ap-plication of health performance,other health-related determinants still need to be taken into consideration.
