A comparative analysis of performance evaluation results of special financial funds for traditional Chinese medicine in Guangdong Province
Objective To analyze the performance evaluation results of special financial funds for tradi-tional Chinese medicine(TCM)in Guangdong Province from 2018-2021,and to provide reference for the provin-cial TCM management and other relevant management departments to enhance the effectiveness of the use of special financial funds.Methods Descriptive and comparative analyses were used to compare the expenditure rate,com-prehensive score and rank of TCM special funds in Guangdong Province from 2018-2021 in three dimensions:projects,provincial units and local municipalities.Results The scale of financial input had continuously declined and the overall implementation rate had fluctuatingly increased during 2018-2021.The key areas of investment included provincial and municipal TCM hospitals,centers(platforms)for the treatment of future diseases affiliated to TCM hospitals,network video platforms for appropriate TCM technology,and Guangdong Province's prestigious TCM practitioners'inheritance studios,etc.,and there was a need to increase the support for the eastern,north-ern and western Guangdong.Great differences in fund expenditure rates were found among the same projects,pro-vincial units or local municipalities over the four years,with higher overall scores and better performance of pro-jects in 2020-2021.Conclusions There are problems with the TCM special funds in Guangdong Province,such as a decrease in the scale of investment in the special financial funds year by year,room for improvement in the o-verall expenditure rate,and a great difference in the rate of expenditure of funds among the provincial units and municipalities.It is necessary to increase the financial investment in special funds for the eastern,northern and western Guangdong,strengthen the whole-process project performance management,and accelerate the exploration of the application of performance evaluation results in order to improve the effectiveness of the use of TCM special funds.
