濉溪县基本公共卫生服务"两卡制"实施效果分析

目的 通过评估濉溪县2020-2022年基本公共卫生服务"两卡制"实施效果,为进一步完善基本公共卫生服务绩效管理提供参考.方法 收集2020-2022年濉溪县纳入"两卡制"的基本公共卫生服务项目数据,通过年度纵向分析各指标具体变化和整体趋势,评估绩效考核指标完成情况,同时通过非参数秩和检验分析不同乡镇村医工分值得差异性.结果 实施基本公共卫生服务"两卡制"以来,全县基本公共服务项目实施效果逐年提高,同时人员之间工分值差距大,换算为校正工分值后,收入差距明显,激发了竞争意识,初步形成"多劳多得、优绩优酬、不劳不得"的机制.结论 濉溪县实施基本公共卫生服务"两卡制"绩效考核促进了基本公共卫生服务项目的落实和开展,提升了居民获得感和员工积极性,但是指标项目较少,需进一步完善评价指标.
Implementation outcome of the"Two-Card System"for basic public health services in Suixi County
Objective To evaluate the implementation outcome of the"Two-card System"for basic pub-lic health services in Suixi County from 2020 to 2022,and to provide reference for further improvement in the per-formance management of basic public health services.Methods Data were collected of basic public health serv-ice projects included in the"Two-card System"in Suixi County from 2020 to 2022,and the completion of perform-ance evaluation indicators were evaluated through annual longitudinal analysis of specific changes and overall trends in each indicator.Meanwhile,the differences in medical scores among different townships and villages were analyzed with nonparametric rank sum test.Results Since the implementation of the"Two-card System"for bas-ic public health services,the implementation outcomes of basic public health service projects in the entire county had been improving year by year.At the same time,there was a significant difference in job scores among person-nel.After the conversion into corrected job scores,the income gap became obvious,which stimulated competition awareness and preliminarily formed a mechanism of"more pay for more work,higher income for better perform-ance,and no pay for no work".Conclusions The implementation of the"Two-card System"performance evalua-tion for basic public health services in Suixi County has promoted the implementation and development of basic public health service projects,improved residents sense of achievement and employees working enthusiasm.How-ever,there are few indicator projects,and further improvement is needed for evaluation indicators.
