The Regional Target Decomposition of Carbon Intensity and Cap: The Case Study on Wenzhou
The carbon emission intensity and cap management are required to deploy early due to carbon emission peak around 2030 and national emission trade scheme,which requires new solution for regional decompositions.This research reviews target decomposition methodologies in global and domestic energy and environmental areas,and develops a novel framework based on responsibility,capability and circumstance indicators on development,industrialization,urbanization,energy and environment issues.According to the case study of the Low Carbon Pilot,it indicates that different from the almost same ambition on energy and carbon intensity reduction in 12th five-year-plan,the carbon emission control target in 13th five-year-plan are expected to be stronger than energy intensity of this five-year-plan and carbon intensity at last five-year-plan,and the change in energy mix will surely play a bigger role than ever.
