推进安全、创新和低碳转型加快油气行业高质量发展

油气行业高质量发展内涵主要包括保障安全、科技创新、低碳转型三个方面.我国油气行业发展取得明显进展,表现为安全保障能力持续增强,科技创新不断取得突破,低碳化发展迈上新台阶.然而,如果以高质量发展标准来衡量油气行业,还面临诸多问题.油气上游资源进入战略接续期,在深层超深层、深海的勘探开发领域还面临着装备和技术障碍;包括下游石化行业在内的全油气行业二氧化碳排放规模相对较高,不利于实现碳达峰碳中和目标.此外,复杂的国际政治经济形势冲击传统油气安全,未来行业发展不确定性增强.因此,我国油气行业高质量发展应坚持高水平对外开放,加强国际能源深度合作,进一步推动上游增储上产,保障国内油气需求,并通过科技创新、低碳技术导入提升产业链的稳定性,并推动行业绿色低碳转型.
Promote Safety,Innovation,and Low-Carbon Transformation,and Accelerate the High-Quality Development of the Oil and Gas Industry
The connotation of high-quality development in the oil and gas industry mainly includes three aspects:ensuring safety,technological innovation,and low-carbon transformation.The development of China's oil and gas industry has made significant progress,manifested by the continuous enhancement of safety guarantee capabilities,breakthroughs in scientific and technological innovation,and a new level of low-carbon development.However,if the oil and gas industry is measured by high-quality development standards,it still faces many problems.The upstream resources of oil and gas have entered a strategic continuity period,and there are still equipment and technical obstacles in the exploration and development fields of deep/ultra deep and deep sea;the scale of carbon dioxide emissions in the entire oil and gas industry,including the downstream petrochemical industry,is relatively high,which is not conducive to achieving carbon peak and carbon neutrality goals.In addition,the complex international political and economic situation is impacting traditional oil and gas security,and the uncertainty of future industry development is increasing.Therefore,the high-quality development of China's oil and gas industry should adhere to high-level opening up to the outside world,strengthen deep international energy cooperation,further promote upstream storage and production increase,ensure domestic oil and gas demand and enhance the stability of the industrial chain,through technological innovation and low-carbon technology introduction,and promote the green and low-carbon transformation of the industry.
