The Clean Space Heating Policy and the Rural Residential Energy Consumption Change in Northern China
The Clean Space Heating(CSH)policy contributes to improving the living and business-friendly environment in rural areas and enhancing the modernization of farmers'living conditions.This paper employs panel data from 2000 to 2021 at provincial-level to assess the impact of the CSH policy on rural residential energy consumption.It finds that rural households in northern China upgrades energy consumption".Firstly,the CSH policy promotes electricity consumption of rural households in Beijing,Tianjin and Hebei Region and in Fenwei Basin,with the highest policy effect of 79.63 percent in Tianjin while it contributes less in northeast and northwest rural households.Secondly the CSH policy helps to build the rural gas supply infrastructure.Hebei province benefits most from the policy with average gas consumption of 211 cube square in 2021.The policy makes gas affordable to the Hebei farmers with low income.Thirdly the CSH policy reduces coal consumption greatly but the clean coal is reduced,too.Most northeast and northwest farmers still burn raw coal.The northern farmers consume less commercial energy than the southern farmers due to fast reduction of coal consumption.China should continue to implement the CSH policy in rural areas and hence improve the farmers'living quality.The policy should be based on the reality of farmers'income and the national energy endowment of rich coal.Government should strengthen the clean utilization of coal and develop affordable clean space heating technology by renewable energy for farmers.
