摘要
2014年,在能源安全新战略的指引下,我国电力体制改革取得了新的突破.本文聚焦从新一轮电力体制改革至今取得的历史性成就,总结回顾电力体制改革的时代背景与战略要求,从输配电价改革、电力市场建设、竞争性环节电价放开、配售电改革、交易机构规范运行、电力科学监管等方面,系统评估电力体制改革取得的积极进展与显著成效,并围绕碳达峰碳中和目标、新型电力系统建设等新形势新要求,展望新征程上进一步深化电力体制改革的可行路径.
Abstract
Guided by the new energy security strategy in 2024,China has made new breakthroughs in the power system reform.This article focuses on the historical achievements of the new round of power system reform up to now,summarizes and reviews the background and strategic requirements of the power system reform.It systematically assesses the positive progress and significant achievements made in the reform in areas such as transmission and distribution price reform,power market construction,deregulation of competitive segment electricity prices,distribution and sale of electricity reform,standardized operation of trading institutions,and scientific supervision of the power industry.Focusing on the new situation such as carbon peak and neutrality targets and the construction of a new power system,we look forward to a feasible path of deepening the reform of the power system.
