能耗双控逐步转向碳排放双控研究

推动能耗双控逐步转向碳排放双控是党中央全面深化改革、适应新发展阶段需求的重大战略决策，对深入落实"双碳"目标、统筹好发展与安全关系，及实现高质量发展具有十分重要的意义。当前，推动能耗双控逐步转向碳排放双控面临有机衔接条件欠缺、政策体系不完善、核算体系基础能力不足和指标分解存在挑战四方面的主要问题，建议在完善能耗双控的基础上实现两者有机衔接、尽快完善碳排放双控政策体系、强化碳排放核算和碳市场交易的基础能力建设、统筹好部门职责划分、区域和产业间指标分解。
Research on Dual Control of Energy Consumption Gradually Shifts to Dual Control of Carbon Emissions
Promoting the gradual shift from dual control of energy consumption to dual control of carbon emissions is a major strategic decision made by the CPC Central Committee to comprehensively deepen the reform to meet the needs of the new development stage,which is of great significance for the in-depth implementation of the"dual carbon"goal,the overall coordination of the relationship between development and security,and the realization of high-quality development.At present,promoting the gradual transformation of dual control of energy consumption to dual control of carbon emissions faces four main problems:lack of organic link conditions,imperfect policy system,insufficient basic capacity of accounting system and challenges of index decomposition.It is suggested that on the basis of improving the dual control of energy consumption,the organic connection between the two should be realized,the policy system of dual control of carbon emissions should be improved as soon as possible,the basic capacity building of carbon emission accounting and carbon market trading should be strengthened,and the division of responsibilities between departments and the decomposition of regional and inter-industry indicators should be coordinated.
