高质量推进建筑供热节能低碳转型发展

推进热力系统低碳转型发展,是能源低碳转型的重要议题。目前,我国建筑供热低碳转型面临化石能源热源占比高、生活热水和南方供热需求增长潜力大、供热系统老旧设施多、低碳/零碳热源鼓励政策不够细化、农村清洁取暖长效市场机制尚未形成,供热基础数据获取难等挑战和问题。建议加强顶层设计、明确供热用能低碳转型目标和路径、开展供热系统改造升级、健全激励机制、加强基础能力建设,以发展新质生产力为导向,高质量推进建筑供热节能低碳转型发展。
High-quality to Promote Building Heating Development Through Energy-saving and Low-carbon Transformation
The promotion of low-carbon transformation in thermal systems is an important issue for the low-carbon transition of energy.Currently,China's building heating sector faces challenges such as a high proportion of fossil fuel heat sources,significant growth potential for domestic hot water and southern heating demand,a large number of outdated facilities in the heating system,insufficiently detailed policies to encourage low-carbon/zero-carbon heat sources,the lack of a long-term market mechanism for clean heating in rural areas,and difficulties in obtaining basic heating data.It is recommended to strengthen top-level design,establish clear strategic goals and pathways for the low-carbon transformation of the heating sector,carry out upgrades to the heating system,improve incentive mechanisms,and enhance basic capacity building with a focus on developing new quality productive forces.This will lead to high-quality promotion of energy-saving and low-carbon transformation in building heating.
