国内外可持续航空燃料发展现状研究及相关政策建议

当前,我国航空业发展迅速,碳排放仍处于快速上升时期,通过可持续航空燃料(SAF)推动航空业降低碳排放对实现"双碳"目标意义重大.本文重点研究了 SAF在降低航空业碳排放、打造新的绿色经济增长点、加快形成新质生产力等方面的诸多优势,分析了国际航空业降碳的主要路径、国外支持SAF发展的有关情况,以及我国SAF产业发展现状和潜力、面临的困难和挑战,建议从加强顶层设计、畅通产业链条、支持技术研发、建立自主体系等方面谋划布局,加快推动我国可持续航空燃料产业发展.
Abstract
China's aviation industry is developing rapidly and carbon emissions are still increasing in recent years.Promoting sustainable aviation fuel(SAF)is significantly important to reduce carbon emissions and to achieve the target of Carbon Dioxide Peaking and Carbon Neutrality in the aviation industry.This paper reviews the advantages of SAF in reducing carbon emissions,creating green growth opportunities,and developing new quality productive forces.It analyzes the main pathway of carbon reduction in international aviation industry,the foreign countries'SAF supporting strategies and polices,the status and challenges of China's SAF industry,and then suggest that we should accelerate the development of China's SAF industry through strengthening top-level design,smoothing the industry chain,supporting research and development and establishing our own standards and certificate system.
