Inner Mongolia Autonomous Region-owns energy,mineral resources,industrial support and other aspects of comparative advantage.In recent years,it has actively undertaken the industrial transfer work in the eastern region,and has achieved remarkable results in industrial transformation and upgrading.Undertaking industrial transfer means optimizing resource allocation on a larger scale and seeking more advantageous regional resources for advanced production factors.Based on the strategies of carbon peaking and carbon neutrality,considering the perspective of investment selectivity and industrial suitability,it is worthwhile to discuss in depth the preferred future focus on undertaking industrial work.Based on the theory of comparative advantage,this paper constructs the evaluation index system including four dimensions of industrial policy,industrial foundation,resource elements and environmental capacity.The comprehensive index evaluation method was used to preliminarily screen out five industries that can be prioritized for undertaking,including silicon-based new materials,aluminum and aluminum aftermarket industry,copper smelting,special Ferroalloys,and coal(methanol)to olefins.Finally,this paper puts forward some countermeasures and suggestions for undertaking industrial transfer at a high level and make a good job of the"big article"of new energy and new quality productive forces.
