Implementing fossil energy consumption budget management is an effective tool to promote the transition from dual control of energy consumption to dual control of carbon emissions and optimize the allocation of energy resource factors.Although some provinces have accumulated experience in energy consumption budget management,there are differences in the purpose,significance,scope,and methods between fossil energy consumption budget management and energy consumption budget management,which is still in the exploratory stage.This paper is based on the current status of fossil energy consumption,analyzes the necessity and key factors for the implementation of fossil energy consumption budget management,and proposes the policy direction,scope,and research on the verification methods and management processes of provincial fossil energy consumption budget management and provide a reference for the construction of a fossil energy consumption budget management system and policy framework.
