现代化产业体系下新型能源体系的空间布局优化研究

党的二十大报告指出"加快规划建设新型能源体系"。新型能源体系作为现代化产业体系的关键基础和重要支柱,对实现新型工业化和经济高质量发展具有重要意义。当前,我国新能源产业的空间集聚发展格局已基本形成,但能源生产消费的逆向分布特征明显,新能源生产基地、消费市场和装备制造集群的空间分布不合理,供需地域脱节,新能源消纳和外送困难等问题突出,严重制约了新型能源体系的建设进程。为此,应坚持"因地制宜、就近开发、资源统筹、市场调度、有序转移、技术牵引"的原则,结合战略腹地、输电走廊建设等战略措施,促进新型能源体系实现空间布局优化,激发其区域协同、技术驱动、韧性提升和资本利用率改善等综合效应,保障国家能源安全和促进经济高质量发展。
The report of the 20th National Congress of the Communist Party of China pointed out that"Accelerate the Planning and Construction of a New Energy System".As the key foundation of the modem industrial system,the new energy system is of great significance to the realization of new industrialization and high-quality economic development.Now,the spatial agglomeration of China's new energy industry has been basically formed.However,the reverse distribution characteristics of energy production and consumption are obvious.The spatial distribution of new energy production bases,consumer markets and equipment manufacturing clusters is abnormal,the supply and demand regions are disconnected,the consumption and delivery of new energy is difficult,these problems have seriously restricted the pace of construction of a new energy system.Therefore,we should adhere to the principle of"Adapting to Local Conditions,Nearby Development,Resource Co-ordination,Market Scheduling,Orderly Transfer,and Technology-Driven",combining with strategic measures such as the construction of strategic hinterlands and transmission corridors,to promote the optimization of the spatial layout of the new energy system.In this way,we can stimulate the comprehensive effects of regional synergy,technology-driven,resilience improvement and capital utilization rate improvement of the spatial layout optimization,so as to ensure national energy security and promote high-quality economic development.
