Constructing a greener,low-carbon power system significantly aligns with the central objectives of"Carbon Peaking and Carbon Neutrality Goals".The key to the implementation of green energy transformation lies in the low-carbon reform of the power system, and the core of the low-carbon reform is to improve the governance mechanism.Based on the existing research, this study discusses the governance mechanism of power system from the perspective of government-market-society collaboration theory. It summarizes the practical achievements of the low-carbon reform of the power system. It identifies persisting challenges, including the high difficulty to ensure the safe operation of power system, the imperfect market mechanisms, the high costs associated with social governance, and lack of public participation in power system reform.Specific strategies include to implement policy system innovation aimed at energy conservation and emission reduction,to accelerate the construction of a new power market with time-space coordination,supply-demand coordination, and electric carbon coordination, and to support power enterprises in fulfilling their social responsibilities and foster the participation of the public in low-carbon actions in the future.
