The Mechanism of Ecological Capital Operation: An Analytical Framework Based on Green Development
Ecological capital is one important capital form. It is need to attach importance to practice thrift in the process of using ecological resources, build sound operational mechanism of ecological capital operation, implement benign operation and maintain non-reduction of ecological capital stock to realise green development of economy and society. In the background of switching to greenness and green development, this paper used the method of ecologic economics and systems analysis to discuss how to break through resource-constrained and environmental stress of the development of economy and society in China. It proposed the basic conformation and analytical framework of ecological capital operation. The kernel and goal of ecological capital operation are in complete accord with the postulation of green development. Sound operational mechanism of ecological capital operation include accumulation mechanism, conversion mechanism, compensation mechanism, incentive mechanism. Accumulation mechanism is the common step that general capitals operation have. Conversion mechanism is the particular step and inner process of ecological capital operation. This is why is need to build compensation mechanism and incentive mechanism, which are the safeguard measures of ecological capital operation. Therefore, the force of government, market and society' s enthusiasm should be aroused to achieve sustainable utilization of ecological capital and green development of economy and society.
