The General Framework Design of Carbon Trading Management System in China
The externality of environmental resources determines necessity of government intervention, and currently to promote the trial project of carbon trading and regulate carbon trading market requires an excellent carbon trading management system. Combined with experience and inspiration from developed countries such as European Union, Australia and United States thai have established such a system, based on status quo of and major issues in carbon trading management system in China, this paper proposes to construct a coordinated management system, consisting of State Council, Ministries and Commissions, local governments, trade exchange, intermediaries and experts. The Climate Change Leadership Group should be guided uniformly by the State Cabinet, carbon emission rights managed by the NDRC, registration, verification and monitoring executed by the Ministry of Environmental Protection, relevant support provided by other relevant ministries. Locally, institutions for carbon emission rights management should be set up, carbon trading trial actively promoted, regional carbon trading market explored and practiced. Cultivation of intermediaries includes the following four types; independent certification institutions, financial institutions, information services institutions and industrial associations. In the aspect of expertise, National Panel on Climate Change should conduct all kinds of researches to provide policymakers with forward-looking, strategic and precautionary policy suggestions. Considering its establishment being a long-term project, a three-stage measure is also suggested.
